The Check Clearing for the 21st Century Act (Check 21) removes legal barriers to check truncation by providing a framework that grants a substitute check the same legal authority as the original check. Check 21 does not mandate that banks accept electronic images (a common misperception). Check 21 does, however, mandate that banks accept substitute checks if presented for payment.
